Trump Administration Tightens Price Transparency Rules for Hospitals and Insurers

The Trump administration is enhancing price transparency efforts by updating guidance for hospitals and insurers and seeking public feedback to boost compliance. The CMS now requires hospitals to list actual prices for services, not estimates, and has asked for input to ensure data accuracy. The Departments of Labor, HHS, and Treasury are also assessing health plans’ readiness to disclose drug prices.

This follows a 2019 executive order aimed at making healthcare costs clearer to patients and encouraging competition. Enforcement has been limited, with few penalties issued, but new rules will increase oversight. Hospitals must publish standard charges, negotiated rates, and cash prices, while insurers must improve reporting on covered services and drug costs. Full enforcement starts next year, with audits and penalties for noncompliance.
