Trump Administration Eyes Major Cuts to HHS, Slashing Budget and Shuttering Programs

The Trump administration aims to cut the Health and Human Services (HHS) budget by one-third, reducing it from $120 billion in 2024 to $80 billion by 2026. A draft budget document proposes substantial restructuring, including eliminating numerous programs such as Head Start, HIV/AIDS prevention, and mental health initiatives.

Secretary Robert F. Kennedy Jr. has initiated a broad overhaul of HHS, including reducing its workforce by 25%, cutting divisions from 28 to 15, and halving the regional offices. The proposed budget would further slash funding for key agencies, including the NIH by 40% and the CDC by 44%.

Key cuts also target rural health programs, including Rural Hospital Flexibility Grants and Rural Residency Development Programs. The plan assumes ACA exchange enrollment will decline after enhanced premium tax credits expire.

These changes would need Congressional approval and could lead to significant disruption in public health services.
