Medicaid Cuts May Jeopardize Young Adults’ Healthcare Access: Urban Institute

Proposed Medicaid cuts currently under Congressional review could severely impact healthcare access for young adults, according to a new analysis from the Urban Institute. Roughly 30% of Americans aged 18–24 rely on Medicaid, and many could lose coverage under the House-passed reconciliation bill, which aims to cut $700 billion from the program over a decade.

The bill would impose monthly work requirements and mandate semiannual eligibility checks, making it harder for young adults—who often face administrative barriers and frequent relocations—to maintain coverage. The Congressional Budget Office estimates these changes could leave 7.6 million people uninsured by 2034.

Young adults, though generally healthy, have essential reproductive and mental health needs. Restrictions on Medicaid funding for clinics like Planned Parenthood and reduced provider payments could further reduce access. Additionally, the bill would eliminate incentives for Medicaid expansion, a vital coverage pathway for this age group. The Senate is currently reviewing the bill.
