EPA Ethics Restrictions Expire for Trump-Appointed Chemical Regulators

Ethics restrictions on several chemical industry-linked appointees at the Environmental Protection Agency are expiring as the administration of Donald Trump continues its deregulatory agenda.

“Cooling-off” periods — typically lasting one year after officials enter government — prevent appointees from interacting with former employers or clients on specific regulatory matters. According to ethics documents obtained by POLITICO’s E&E News, these restrictions for several officials in the agency’s Office of Chemical Safety and Pollution Prevention began ending in January, with more set to expire later this year.

Critics argue the lapsing safeguards could allow officials to reconnect with former industry clients while shaping chemical regulations. Ethics experts say that although recusal periods limit participation in matters involving former employers, they do not apply to broader rulemaking or policy decisions.

Watchdog groups and some lawmakers warn the situation could create conflicts of interest as the EPA moves forward with policies affecting chemical manufacturers and other regulated industries.
