FSSAI Proposes Restrictions on Use of ‘Paneer’ Name for Non-Dairy Products

The Food Safety and Standards Authority of India (FSSAI) has proposed changes to food regulations that would restrict non-dairy analogue products from being manufactured or sold using the name “paneer.” The proposal is aimed at ensuring that the name and presentation of a food product accurately reflect its ingredients and composition.

The proposed amendment concerns products made with constituents that are not derived from milk but are designed to resemble milk-based products. Under the draft Food Safety and Standards (Prohibition and Restrictions on Sales) Amendment Regulations, 2026, a new provision would specifically address paneer made from non-milk constituents.

Products that are currently licensed or registered under the “Analogue in Dairy Context” category would, if the proposal is finalised, have to stop using the word “paneer” in their nomenclature, labelling and marketing.

The proposed change forms part of FSSAI’s efforts to ensure that food products are presented accurately and that consumers are not given an incorrect impression about their composition. For food manufacturers, the proposal places greater emphasis on maintaining consistency between the formulation of a product and the claims or terminology used on its packaging and in its marketing.

FSSAI has clarified that the measure is currently a draft proposal and not a final ban. The authority has invited objections and suggestions from stakeholders and members of the public. The proposed regulations will be considered after the stipulated 60-day period following publication of the relevant Official Gazette notification.

The draft amendment has been issued under the Food Safety and Standards Act, 2006, with the approval of the Central Government. If adopted, the change would establish clearer regulatory boundaries for the naming, labelling and marketing of non-dairy products sold in the Indian food market.
