The Committee of Permanent Representatives has endorsed the trilogue agreement reached in December 2025, marking a major step forward in the EU pharmaceutical reform. The finalized texts include a new Directive and Regulation governing medicinal products for human use, replacing several existing legal frameworks.
The European Parliament’s SANT Committee is scheduled to vote on 18 March 2026, a key procedural milestone before formal adoption by both Parliament and Council. Following approval, the legislation will be translated, published in the Official Journal, and enter into force with defined transition timelines.
While COD numbers (2023/0132 and 2023/0131) remain unchanged throughout the process, the adopted laws will receive new EU identifiers.
This reform represents the most substantial update to EU pharmaceutical legislation in over 20 years, aiming to modernize drug development, authorization, and access. The European Medicines Agency has also launched a dedicated platform to support implementation and stakeholder guidance.
