The Trump administration rolls back Biden-era health IT rules, including AI ‘model card’ requirements.

The HHS is rolling back key Biden-era health IT policies as 2025 ends. On Monday, the Office of the National Coordinator for Health Information Technology proposed two rules that would scale back federal health IT regulations, including the certification program and certain requirements for AI tools. The changes aim to reduce regulatory burden, clarify standards, and cut costs for developers. Notably, the proposal would eliminate the “model card” mandate requiring AI vendors to disclose how their clinical decision support tools are developed and tested. The move reverses Biden-era efforts to enhance data sharing among providers, insurers, and public health agencies and to standardize public health data exchange. The HTI-5 rule also seeks to revise or remove nearly 70% of existing certification criteria, reflecting a broader push to streamline regulations and encourage faster adoption of AI in healthcare.
