Trump’s “Great Healthcare Plan” Offers Broad Promises, Few Specifics

President Donald Trump has introduced a new healthcare proposal aimed at lowering costs, though details remain limited. The one-page framework, called the “Great Healthcare Plan,” proposes sending federal funds directly to consumers to help them purchase insurance, restoring cost-sharing reduction payments in Affordable Care Act (ACA) marketplaces, and eliminating pharmacy benefit manager kickbacks. It would also formalize Trump-era drug pricing agreements and expand access to over-the-counter medications.

The White House claims the plan would reduce premiums, cut prescription drug prices, and improve transparency. However, experts note that several ideas may have limited impact. For example, direct deposits into health savings accounts would only benefit certain ACA enrollees and could not be used for premiums. Surveys suggest replacing ACA subsidies with HSAs would make coverage less affordable for most consumers.

The plan also revives cost-sharing reductions, which could lower premiums and save federal funds, according to government estimates. Still, analysts remain skeptical that the proposal adequately addresses rising healthcare costs nationwide.
